If tires were to get better and better traction, wouldn't they be at risk of the wheel spinning inside the tire? Especially with low profile tires where the (I think ) sidewall actually making contact with the wheel is smaller?

For instance, you are going along and slam on your brakes.

There are three types of friction involved. The friction between the brake and the wheel (rotor). The friction between the wheel and the tire - where they contact each other on the inside edges of the wheel. And the friction between the tire and the road.

Lets assume that the brakes have the strongest friction.

So what must be happening normally is that the 'joint' between the tire and the wheel is greater than between the tire and the road surface. This is ignoring anti-lock brakes. This results in a skid.

But if for some reason the grip on the road became great enough, greater than the other grip, couldn't conceivably the wheel spin within the tire instead? If that happened then the car wouldn't stop, or at least wouldn't stop as well.

I wonder if this has ever happened.

Nope never happened. The psi inside the tire is strong enough to exert enough pressure around the whole rim to hold the tire from spinning while mounted on the rim. You have nothing to worry with your street brakes. Race cars have 8 piston calipers and twice the rotor seize with carbon ceramic discs and it still has absolutely no chance in breaking the tire bead off a rim while driving in way more aggressive fashion than you.
Tire will loose grip off the road first and skid etc.

Wheel against rim usually gets wiped with sealing slime to aid in reducing air loss when the tire is mounted,
Slime dries and since area of tire against rim is quite large very low chance of tire off rim or slip unless very under inflated.

Unless brake shoes/rotors are very worn they can lock against each over.

Tire tread to road is usually the weakest link unless we are talking things like funny cars on the drag strip

Some wheels intended for racing and other track usage actually have knurling in the area where the tire bead makes contact, to prevent this from happening. It can be an issue with modern track tires and the grip level available, but street tires and the brake pressure being are nowhere near those levels yet.

What if I wanted to do somebody in:

I go to their car, deflate all the tires, coat all the tires on the inside with grease, then re-inflate the tires - but at low pressure, but not enough to be noticeable - maybe 27 psi - of course, this would only work if the car was at the top of a mountain.

Wouldn't that be a foolproof plan?
