A couple years back I bought a car code scanner just to see if my car had any codes. It had one for the EVAP sensor malfunctioning but I didn't get it fixed right away. A little while later I replaced the solenoid valve myself when I started to notice some engine sputtering but I didn't go back and clear the code.

I recently had my car in for repairs and they got the same code I did a couple years ago and said there's a problem with the EVAP sensor and I should replace the solenoid valve.

Is it possible they're seeing the same code I got a couple years back? i.e., if you don't manually clear the code does it just stay active and get picked up the next time someone scans it? If that's a possibility, then I should be able to clear the code and since I already replaced the solenoid it shouldn't come back, correct? (assuming it was the solenoid and/or it hasn't failed again)

Why didn't you clear the codes when you replaced the solenoid. That would be normal procedure so that you could determine if the replacement part fixed the problem.
Clear the codes now, and then test again in a week, or a tank of gas.

Don't worry about this code, it's a stupid system that captures the fuel fumes. Makes zero difference on your car whether it's functioning or not.
