I've been to Santa Lucia many times and most recently over Christmas/New Years. Going back again soon. There's always been lots of action in SL. The main hangouts are Rumbos, Mar Verde and the Rapido. All are within walking distance of the hotels.
Yes it's possible sometimes to bring a girl to your room at night but not always. Depends on the guard on duty, time, and who else is around. Become friends with the guards. The ones that are up for it will let you know. Typically it'll cost about 20CUC for several hours. Many of the girls won't do this though as they don't trust the guards.
Legitimately, things have loosened up somewhat. It's now possible to bring a girl in to stay at the hotel with you. Either for a day pass, not allowed in room but can use the facilities, eat and drink. That will cost 15-25CUC depending on the hotel and how long you keep her in. Up until 11pm is allowed. You can also book a girl in with you overnight. This will cost 50-60 CUC per night depending on the hotel. The catch is you can only book one girl in with you during your stay but you can keep her as many nights as you're willing to pay for. Doing that gives her the same All-Inclusive priveledges at the hotel as you have. It also allows you to spend time with her at night at the bars without fear of police bothering you. And having just typed that don't hold me to it. Rules in Cuba can change overnight. That was the case the last 3-4 times I've been there and assume these rules are still in place.
Police can be a bother. Some years they are more prevelent than others. They will come in to the bars at night and watch the girls and ticket them if they catch them hanging with a tourist. Some of the girls are savvy and will pay off the corrupt ones, which is basically all of them. They may expect another form of bribe to avoid the ticket as well. It's common from what I hear.
If you meet up with a girl you like at the bars at night no worries. She'll know a place to go and will know a driver to take you there. Yeah she may get in trouble if caught but if you pass she'll go with someone else. It's a game and they all play it. It's been that way in SL since long before I started going there. Typically to go to a private house will run you 20CUC for the house, another 10CUC for the driver plus whatever deal you make with the girl. Generally 20-30 CUC.
