Unless you are buying a laptop/MAC never and I mean never buy an already built / brand name PC . . .MDG, Dell even IBM
they buy low quality OEM parts in bulk and insert their own BIOS in them thus you end up going back to them when you want to upgrade or need repair etc . . .
Build your own.

(A) Set your budget $$$
(B) decide what usage you need it for!
(C) then make a list of what you need and buy best parts you can get from famous OEM brand names like
i.e.
1- Hards Disk ----- SEAGATE, WESTERN DIGITAL, MAXTOR
2- RAM/Memory ---CORSAIR, OCZ, KINGSTON
3- Mainboard--- ABIT , ASUS , MSI
4- CPU ---Intel, AMD
5- Case --- any!
6-Video Card ----ATI, Nvidia
7- Sound Card --- CREATIVE LABS, SoundMax (build in Motherboard)
8- CTR/LCD Monitor ----VIEWSONIC, SAMSUNG, MAG, NEC
9- mouse&keyboard ----LOGITECH, MICROSOFT
10- CD/DVD drive ---LiteOn, PIONEER, SONY, NEC
11- Operating system, Windows XP/NT or Win 98/Me. . .
Then start shopping around for parts by going to these shops listed below and ask for recommendation like
I want to build a system for my School Work, or for PC Gaming or Business use
depending on your usage they will make proper recommendation for size, power & value;

now you have a nice PC with best parts you can get for your money and all are upgradable/ transferable to your next new system in due time i.e., the next generation Mainboard /CPU
