Hey OFF, I emailed and can confirm that it is indeed Phoebee (we exchanged some personal info that only Phoebee would know). It does seem odd, but she wants to weed out the no-shows, which as a client, I had no idea that no-shows were such a problem that one would revert to this method. Anyway, it is legit and btw, I also have a problem providing a work number but was told to leave it blank. If you know Phoebee, mention it in your application and I'm sure she will answer and take care of you.
