Actually, Bush only signed the thing. He never read it. People like Jon Kyle (R AZ) made it illegal and he is an asshole up for re-election and part of the Foley cover-up. The Act with the gaming part is unenforceable and won't fly. In 4 years or less it will be amended.
In fact, I wouldn't be surprised if Visa/MC/Amex/Discover, all American companies, soon have competitors outside America in which Americans can join up. That would make the "gaming act" obsolete fast. What then, another law banning Americans from joining a new credit card company outside the USA, coming?
Give Americans the free cash! Not have the cash stolen by the Republicans!
