The White House was told in the hours before Hurricane Katrina hit New Orleans that the city would probably soon be inundated with floodwater, forcing the long-term relocation of hundreds of thousands of people, documents to be released Tuesday by Senate investigators show.

A Homeland Security Department report submitted to the White House at 1:47 a.m. on Aug. 29, hours before the storm hit, said, "Any storm rated Category 4 or greater will likely lead to severe flooding and/or levee breaching."

....Other documents to be released Tuesday show that the weekend before Hurricane Katrina made landfall, Homeland Security Department officials predicted that its impact would be worse than a doomsday-like emergency planning exercise conducted in Louisiana in July 2004.

The Bush administration, citing the confidentiality of executive branch communications, said Tuesday that it did not plan to turn over certain documents about Hurricane Katrina or make senior White House officials available for sworn testimony before two Congressional committees investigating the storm response.

The White House this week also formally notified Representative Richard H. Baker, Republican of Louisiana, that it would not support his legislation creating a federally financed reconstruction program for the state that would bail out homeowners and mortgage lenders.

.... In response to questions later from a reporter, the deputy White House spokesman, Trent Duffy, said the administration had declined requests to provide testimony by Andrew H. Card Jr., the White House chief of staff; Mr. Card's deputy, Joe Hagin; Frances Fragos Townsend, the homeland security adviser; and her deputy, Ken Rapuano.

Mr. Duffy said the administration had also declined to provide storm-related e-mail correspondence and other communications involving White House staff members.
And contrary to the famous "bin Laden determined to attack the US" memo, the Shrub DID know where, when, and how.

Contrast this despicable behavior with this: Governor Kathleen Blanco has released over 100,000 documents, including all of her office's emails in this time period.

C'mon, wingnutters. Defend this one. Show us what you've got.

I guess that is why Bush told Blanco to evacuate the city. Unfortunately the stupid bitch waited until it was too late.

By the way, it was known for the last 80 years that a Category 4 or higher could swamp the city.

No news here, just more enemedia driven Project Bush.

After the stupid **** was told by Bush to evacuate she should have relied on her own plan:

n fact, New Orleans has long known that such a disaster could take place if a major hurricane hit the city.

The municipality even prepared its own "City of New Orleans Comprehensive Emergency Management Plan."

The plan makes it evident that New Orleans knew that evacuation of the civilian population was the primary responsibility of the city – not the federal government.

The city plan acknowledges its responsibility in the document:

As established by the City of New Orleans Charter, the government has jurisdiction and responsibility in disaster response. City government shall coordinate its efforts through the Office of Emergency Preparedness.

The city document also makes clear that decisions involving a proper and orderly evacuation lie with the governor, mayor and local authorities. Nowhere is the president or federal government even mentioned:

The authority to order the evacuation of residents threatened by an approaching hurricane is conferred to the Governor by Louisiana Statute. The Governor is granted the power to direct and compel the evacuation of all or part of the population from a stricken or threatened area within the State, if he deems this action necessary for the preservation of life or other disaster mitigation, response or recovery. The same power to order an evacuation conferred upon the Governor is also delegated to each political subdivision of the State by Executive Order. This authority empowers the chief elected official of New Orleans, the Mayor of New Orleans, to order the evacuation of the parish residents threatened by an approaching hurricane.

It is clear the city also recognized that it would need to move large portions of its population, and it would need to prepare for such an eventuality:

The City of New Orleans will utilize all available resources to quickly and safely evacuate threatened areas. Those evacuated will be directed to temporary sheltering and feeding facilities as needed. When specific routes of progress are required, evacuees will be directed to those routes. Special arrangements will be made to evacuate persons unable to transport themselves or who require specific life saving assistance. Additional personnel will be recruited to assist in evacuation procedures as needed. ...

Evacuation procedures for small scale and localized evacuations are conducted per the SOPs of the New Orleans Fire Department and the New Orleans Police Department. However, due to the sheer size and number of persons to be evacuated, should a major tropical weather system or other catastrophic event threaten or impact the area, specifically directed long range planning and coordination of resources and responsibilities efforts must be undertaken. The city's plan also specifically called for the use of city-owned buses and school buses to evacuate the population. These were apparently never deployed, though the Parish of Plaquemines just south of the city evacuated its population using school buses.

The plan, written well before Katrina was even a teardrop in God's eye, was obviously never heeded or implemented by local leaders.

But why should the New Orleans mayor and Governor Blanco take responsibility when they can blame George Bush and the Republicans in Washington?

because disaster relief in the USA is a local response first and a federal response second.
In an international relief it's all federal.

Local as in city first...then the state..then federal....the federal goverment can't step in until authorized by the Governor of the affected state..IT's THE LAW.

Having said that, GWB should have said "Fuck the law, we are going in".

Remember, on September 1, the Shrub said that "nobody lknew" that Katrina would be so bad; the documentary evidence just released certaily shows otherwise.

Maybe we should let the documentary record speak to the timeline.

Gee, for that to happen, the Cheney admin would have to release all of their communications.

My bad. They are refusing to do so. Gee, what do they have to hide?

Gee, why not follow your evacuation plan and get the people out of the city before they are under water? Remember the buses? Does Bush have to wipe their asses as well?

In every disaster, state and local are the first responders. Did FEMA evacuate the Twin Towers? Funny how New York isn't blaming Bush for that.

There is nothing Bush could have done legally that would have outweighed the benefits of just following the local evacuation plan and getting the people out of the city. What is this analysis lacking?

I suppose an omniscient Bush would have realized that the local and state government were totally incompetent and acted accordingly. You aren’t saying Bush is omniscient?
