Buffalo recommendations??

You're close to Niagara Falls, Canadian side so I would recommend one of the agencies in the area: Elite (my go to agency) and Diamonds & Temptations (good/great SPs; owner who owns both is only tolerated because of his SPs).

I was just there and Niagara Falls, Ontario, is like the opposite of Toronto or Montreal. Not counting Vanessa at Elite, who hasn't worked in the Falls in many months (she's Kim at TP in TO, formerly Kim at TGF), I'm not sure if there's a legitimate 6 at any of the three agencies mentioned above, and I'm not aware of any hot indies, either.
You're comparing apples to oranges when comparing Niagara Falls to TO/Montreal but I do agree that TO/MTL have more SPs to choose from. Small tourist city (small population base therefore limited women to become SPs) vs very large metropolitan cities (with huge population base therefore huge base of women to become SPs). And I do agree that currently Niagara Falls is not as good as it once was about 10-15 years ago.

Unfortunately, the only thing Buffalo has going for it in terms of a SW scene is that it's a very easy drive to Toronto.
I'm sorry, I know that this is not a helpful answer to your question. And I know what it's like to travel for work, and to want to have some fun during your trip.

Overall, Upstate and Western New York seem to be one big dead zone. Once you get about an hour north of the NYC metro area, options become very limited. In general, those options (and this is true for anywhere in the states) are going to be Asian massage parlors and extras in strip clubs.
Also, the threat of LE in this smaller cities and suburban or rural areas is very real.

This is an example of a somewhat recent bust where the Feds got involved. On top of that, upstate tends to be more conservative/Republican. Local LE and sheriffs love to go after AMPs because it's easy work (going after non-violent criminals), and all the suburban Karens love to see a massage parlor bust in news. In general, LE only tends to leave AMPs alone in bigger cities, where they have real crime to worry about.
The upside to Upstate and Western NY is that you can easily travel to Montreal or Toronto, which have a vastly superior scene to anywhere in the US.
