Considering getting a new car, sometime this year or next.
Wondering if there's a good time to buy a new car, ie-near the end of 2007, so they can "make room for the 08s"?
Or is any time a good time really?

Middle or end February is a good time. Things are really slow.

The end of the month or quarter. Most aren't making their sales quota and will give the best deal then to make a sale.
Of course this won't apply if you pick a company like Toyota that seems to set new sales records each month.

Well February passed so forget that, but I never thought about end of month sales either.

Keep in mind that if you get a car at the end of the model year, the value of the car will be group with those sold at the beginning of the model year. The resale value would be lower because your car would be considered a year older. This wouldn't matter if you intend to keep your car.

Also, if you wait until the end of the model year, the selection in colour and options would be limited.

For any particular car, find out when the model year starts. I think they usually start around September. However, I've seen new cars come to the market in less than 12 months.

As already mentioned, month or quarter end is a good time to negotiate. Even Toyota have quotas to meet.

Try end of the model year cars around January. If you don't mind buying domestic, some manufacturers offer end of year rebates on some models they can't move. Some dealer are willing to pass the rebate on to the consumer. Hence, you get the rebate and discount too. The only problem is you have limited choice of colour and options. Also, some dealers buy the pool cars (a group of same model cars gather around from one region at the end of year) from the manufacturer and they can offer a bit more savings on the vehicle, usually around 2.5% cheaper..... in the end it all adds up.

The best sales that I've seen were in the post-Christmas months, especially if you're looking at last year's vehicles (although you may be more limited in what's still in stock).
