Possible fixes.

If you can get the inside door panels off.

- Spray all joints and moving parts with WD-40, let it rest for about an hour. If the windows work better, then spray again with WD - 40, let rest for an hour. Before you re-install the door panels spary the joints with lithium frease.
Also spray the rubber at the bottom of the glass with armour-all. It is also a good idea to spray the rubber around the door with armour - all, this stops the door from sticking to the car frame when there is freezing rain.

Hi Stymie, I have a 2000 Toyota Sienna and last year the windows started to behave like yours. I took it to a dealership and a friend's auto shop. They both said to replace the motor (I'm not sure if they actually take it apart and look at it).
PS. The windows stop working now.

Your place!!
I had this problem with two of my vehicles and I had to replace the window motors on both. No amount or kind of lube helped. Not really a hard job at all.

Recently I have heard rumors that some folks are setting up businesses that do auto repair and auto electrical repair. I am begining to think that for the uninformed, this might be a great solution. Only time will tell if spending on average the cost of a SP for a simple repair will catch on.

Pop the panel -check the cable but before you disconnect it -roll the window up, tape it securely.

It could be the little motor just below the elbow rest but more likely a worn cable is your culprit -good luck.
