Sadly current society doesn't value scientific discovery to invest tax money on it.
It was more a safety issue and the inevitable. Each pylon has 5-6 cables, when the first cable came loose on one pylon, the plan was to fix it when another cable snapped on the same pylon, they realized some great error had occurred and the structure could fail at any time.

I assume the scientists did the calculation and concluded that arecibo was not a hill worth dying for.

They should blame the collapse on James Bond. But, seriously nothing can ever substitute regular maintenance especially when the tolerances are so slim as they were on that structure. The missing cable should have been replaced immediately or, the very least, the whole structure lowered to the ground when the fraying began.
