I am a newbie, can any one tell me any short term hotel or place (just a few hours) in the area.
I need to have fun with the outcall girl.
Do I need to use condom, or does any medicine useful for protection.

As far as I know, there are no "hot sheet" motels in the Ottawa area which charge by the hour.

try hotwire.com, you can get a room for around $60 for the night. they're a lot nicer than motels that rent by the hour.

Most hotels & motels have a day rate, good to 5:00 pm, then you are paying through the nose for a couple of hours that you require it for.
