Asked this on perb, but terb is the place.

Anyone know the difference between LICSENCED and UNLICSENCED massage parlours in Toroto? The Alpha Spa said there are no licsensed parlours in DOwntown where I am staying tomoorrow. And therefore no legal mps in downtown area? True?

Never the safest place

I`m not sure if any of those would be classified as being downtown.

There`s many more (maybe more than 200) in the city of Toronto with the less expensive holistic type of licences, and an increasing number with no licence.

The licences are largely irrelevant as far as being "legal". Despite the recent attempt by The Toronto Star series to create a controversy over municipal licensing with its strangely narrow focus on the holistic licences, none of the MPs (in Toronto or any where else in Canada) we talk about on these boards are legal, since their operators can be charged with keeping a common bawdy-house under section 210 of the Criminal Code of Canada, even if they only provide HJs. No city licence let`s anyone violate the federal criminal code.
