I say no. IF the whole building of owners are in it together it won't happen. Unless the city hires someone to go through the Airbnb site to investigate.

All it takes is someone to report it. The host, airbnb and the visitor risk getting fined. That should be enough to deter it.

depends who can bribe councils the most. Air B&B and Hotel chains both have deep pockets.

also… if an App operates outside jurisdiction and just ignores the ban… not much will be really done

Political opportunity. Politicians will jump on this issue. If they can have minor effect or even no effect they will use AirB&Bs to show that they are doing something to solve the housing crisis.
