What's the timeframe? Since you want/need 11 escorts for one time I really think you should look at moving the party to Montreal and/or their agencies sending a batch of lovelies here. I experienced something similar during my post secondary study years.
It was done at a private residence, included 10 guys and 4 escorts. We didn't have any problems. Two ladies were from one agency and the two others from another agency.
