I don't think a simulator would have the side windows and mirror displaying the same traffic. Add the fact that the guy opens the door to remove the petal extensions - no way. At least be a cautious stupid parent and let her drive in a parking lot instead of a roadway.

With the millions of new drivers in China, there must be a huge number of driving schools. Many of the driving school cars are dual brake and dual steering controls

The girl is only steering, the gas and brakes are obviously being controlled by an adult who is off camera. A four year old cannot reach the pedals and see over the steering wheel at the same time.
