Dubai is a pretty easy scene. There are certain higher end hotels where girls can be found and they tended to be mostly eastern european. The hotel bars are well known and it is fairly obvious what is going on. At the time I was there, you do have to pay a "visitor" fee when you bring the girl back to your hotel , but it is all on the up and up as they check the girls ID. Not sure about Abu Dhabi, but I would not be surprised if they had similar scene.
