Well OTB, the lumber issue is more of an ideological divide ...
In America, Liberty and commerce rule the day. You want to sell wood, you buy a forest, set up logging and sell the product (gross oversimplification). Here, most land is held under the name of the prince. Freehold in these regions is an impossibility. So, you want to sell lumber, you negociate a deal with the prince, paying a tribute on each stump. Needless to say that this process is open to much backdoor dealings ... get the picture ...
