Can a 4K video shot by a camera play on a 1920x1080 monitor?

Should play with no problem at 1080.
You won't get true 4K unless you have a 4K monitor or play it on a 4K HDTV.

Most newer PCs should have no problems.

I have a 12½ yr old Dell i7 desktop that has no problems here.

A 4K source video gets convert down to 2K (1080) by the cpu if you only have 1080 HDTV or monitor/computer.
But if your video card in the computer can handle 4K and have a 4K monitor attached you should be able to watch it in 4K, same for the the UHDTV.

Good to know one can still play the video (albeit at 2K) until one upgrades the computer and monitor to 4K.

Know you can upgrade your PC and Monitor to 4K but doubtful it's worth it.
4K is ideal for any large HDTV with over a 50" screen. Smaller screens won't show any noticeable improvements and of course any PC monitor is not going to be that large.
