Four were arrested because they were identified as those throwing the bottles and were charged with common nuisance, mischief endangering life, assault peace officer with a weapon, and unlawfully possess scheduled 1.
Seven others were charged with failing to comply with the emergency orders under the Reopening Ontario Act.
I would imagine the 3 not charged were the tenants of the apartment.
