11 year old boy steals car

Back around 95 there was an 8 year old in Winnipeg that police were having trouble with as he was stealing cars on a daily basis. Being under 12 there wasn't much they could do to him except take him home. Uptown, a local rag something like Eye or Now actually got a hold of him for an interview. They asked him how he drove off with the cars and he said he "just threw a phone book on the seat and put blocks on the pedals." The kid couldn't even see over the dash on his own.

I really hate that under 12 year old criminals cannot legally be charged, it is total BS. I hope the next time the 11 year old steals a car he wraps it around a tree (not fatally of course), if thats what it takes for him to learn breakign the law is bad then I hope he learns quickly and doesn't hurt anyone else in the process.
