Why in the fuck do people race cars in high congestion downtown areas? 
Usually because they're assholes. Putting them behind the wheel of a car makes them a more dangerous asshole. Give them a high performance sports car and they become extremely dangerous assholes.Why in the fuck do people race cars in high congestion downtown areas?
If the driver was in fact racing or even speeding then it goes without saying that he should be locked up for a long time but as we've seen too often, he will be out in a few short years.
