First this is a misuse of the term Common Law which really means the system of laws deriving from the development of the law in England and Wales. Dean Clifford is a member of "Freemen-on-the-Land" a "Sovereign Citizen" organization.

Dean Clifford's problems stem from the fact that he refuses to appear in Court, he was arrested on a Canada-wide warrant last November due to his failure to appear on charges of assaulting police, resisting arrest and obstruction of police activity.
