If you manage to get your hands on a Telus Storm, you CAN unlock it and use it on Rogers. The caveat is that while it DOES support North-American GSM bands (ie 2G), it only support european HSPA bands (ie 3G). Or in simpler terms, the current storm will only work at 2G speeds in North America...
