People are complacent now because they think this virus is just overhyped and they feel invincible. It's a different story when they know they will definitely be infected if they go to work or go to the shopping mall.

I can't imagine the alternative would lead to much better outcome. Economically only a little. Half the population would be sick. How would companies operate if half of workers don't work at the same time? Regular way of life would stop anyway.
