If you decide not to move in, you still have to pay the occupancy fees, which are not deducted from the amount you owe. It's basically treated like rent.

I went through this last year. In my case, I had to wait until the condo was registered. No (reputable) real estate agent will touch your condo to sell, until there is a title registered. My builder also had very strict rules on this, and tracked everything, from visits (concierge), etc. And...
