Either way, we are the losers. Flat rate---may mean "flat", nothing happens; upcharge--if you don't pay any upcharge, they may get upset and you get nothing. Either way, you don't give what they want or more, you get nothing.

I see quite a few posts about upcharges. Would it make any difference in the end if a flat rate is charged (but at a higher amount) and those with a lower initial cost with upcharges (if the final total comes to about the same)?
