It's ambiguous for a reason (that was probably the only way anyone would sign it).
It can absolutely be read in a way that Iran is in charge of the strait right now and has to make sure things go smooth.
That they interpreted that as "shoot people trying to go through in a way they didn't approve of" is a shitty interpretation and doing something that can escalate is dumb, but it is a completely plausible reading of the MOU.
