I could be wrong, but watching the video closely the man in the wheelchair appears to point a gun at the shooter before being shot.

Basically Timm robbed a disabled guy and when he demanded his stuff back and tried to defend himself, Timm shot a helpless dude instead of giving him his stuff back and walking away.
Doesn't make what he did any better.
