8 Teams is perfectly fine, or even 6 like the old Canada Cup. 4 is not enough.

But I have seen many complain that there should be 12 or even 16 like the WBC?
12 is no good - too many uncompetitive matchups.
We only get to see a handful of best on best Canada games each cycle - we don't two of them being France and Latvia.

So those are 9 teams ahead of Latvia, that have a bit more of an NHL presence. I didn't mean to pick on Latvia per se, but after the Czech's and arguably Slovaks, you would have 6 weaker teams in a 12 team tournament. Cutting it 2 instead of 6, makes it a better watch.

There will still be one "weaker" matchup, but the less the better.

Latvian fans will hate you. They love hockey as much as Canadians do. Latvia is ahead of Denmark in the IIHF rankings.

Either way its not looking great for either the Danes or Latvia to get in. Whomever you deem as better is still the #9 choice with no Russia.

With no Russia, the other 8 I have listed above would all get in before Denmark or Latvia. Its an NHL sponsored tournament and countries with more of an NHL presence like Germany and the Swiss will get in.

If Russia ultimately is invited, one of Germany or Switzerland gets sent home. It would be close - Germans have the name power but no depth.
