While I share your view that the Dept. of Player Safety got this suspension wrong - his "fine" is that he forfeits a portion of his salary.
Fines given under non-suspensions are limited to $15,000 maximum. For his suspension Gudas "fine" will be a lot larger than $15,000.
As his last suspension was more than 18 months ago he is not classified a repeat offender under the CBA.
So his "fine" is calculated as the 5 day suspension divided by the number of days in the season times his annual salary.
It looks like his contract has a AAV of $4,000,000 so losing 5 days out of a 190 day season his "fine" could be as high as $105,263.
That money goes into the Player's Emergency Assistance Fund
Personally I feel he is a repeat offender and his suspension should have been in the 8 to 10 game range. (Especially now that the extent of Matthews injury is known)
As a repeat offender the math changes and his fine could have been as high as 10/82 times $4,000,000 or $487,800
