Release something, push hard on a specific narrative, and rely on the general tendency of people to remember the first story and not the later details.
This is a Trump special, actually.
The whole call to Ukraine he got impeached for, he asked for them to announce an investigation of Biden.
He didn't care if they actually found anything.
Same with pushing for new electors or recounts and changed numbers in battleground states in 2020. Just announce it, he and his allies will take it from there.
Same with the Hunter Biden stuff. They were furious that the press didn't just hype it up as a "clouds and suspicions" story before details came out.
They actually thought the press not falling for it was unfair.
We seem to be seeing a bit of that here. The press mostly hasn't turned it into an all Clinton, all the time story.
(Trump's team being incompetent about the release probably helped.)
I'd like to think people have gotten more media savvy and can see it like you've noticed it being weird, but who knows?
