Then they sell the opioids to kids and use the cash to buy the real stuff which creates even more addicts.

The strains of cannabis that you can get today blows away the stuff when I was in university. Are these dispensaries being regulated properly by Health Canada? Far too many youth are using drugs on a regular basis. Their brains aren't ready for it. And now we're seeing the consequences.

Safe injection sites, the "harm reduction kits" handed out by the city and Narcan are nothing more than enablers. They do nothing to help addicts quit and only help them continue on their path of self destruction. Most of these addicts are nothing more than zombies. It's not like a weekend user, who has a life, and has the possibility of getting clean. The mental condition of these addicts is too far gone for any real help. A super rehab is needed, if only to get the majority off of hard drugs, but turning their lives around would require a true miracle. Not to get political, but safe injection sites came more into vogue after Trudeau came to power and legalized cannabis.
