I am guessing this was a problem with one person, and rather address the issue, they sent out this "reminder" to everyone, in classic passive-aggressive Canadian style, lol.

I have seen this before.

In my apartment block -- which has about 60 units -- there was an issue with one unit blasting loud music at 3 am, and rather than just speak to the tenants about it, the landlords gave everyone in the building a notice about how unacceptable this behaviour is.
