I think if this Voter ID is stopped by in the senate...it would be a double edged sword for the democrats...they can no longer hide their election shenanigans.

Not really the issue from point of view of the strategy.
Controlling the white house matters, and you just need someone to use the pen. (Not always how it works out, but is one way of thinking about it.)
If you can get Vance in post 2027 and he does work out, then having him there longer helps.
If he gets his clock cleaned in 2028, it's irrelevant.
Until he dies or has a massive stroke that puts him in a coma or something.
I don't see any kind of coup to put Vance in charge early 2027.
I do see them holding off on putting Vance in charge if they have to until they can get past the VP rule if possible.
They don't seem to be shy about having trump speak in public. He was always fairly incoherent and rambled at the best of time, which makes it a bit harder to see his present state as just a more extreme version of him while 'healthy'.
So you might be right, it might take another stroke or two.
