Mohamed Askar Mohamed-Razik, 45, of Toronto, was charged with four counts of criminal harassment
Man, 45, accused of harassing people while recording video downtown
Tornto Police are concerned about the possibility of other alleged victims in the 'ongoing' investigation
A 45-year-old man faces numerous charges for allegedly harassing people – including a Toronto cop – while recording video of them downtown last year.
And investigators are now concerned about the possibility of other alleged victims.
Toronto Police say the first incident allegedly targeted a victim at an event near Dundas St. W. and Dufferin St. On June 8, 2025.
“It is alleged that the victim observed the accused filming her and asked the accused to stop,” police said in a statement released Saturday. “The accused became confrontational and continued to harass the victim.”
Security at the event allegedly told the accused to leave the area, but he only left after police were called.
Police said no injuries were reported in that incident.
On Aug. 21, 2025, around 2:45 p.m., police allege the same man approached a TTC employee working at Union Station.
“The accused placed a cellphone very close to the employee’s face while he filmed the interaction and made harassing comments to the employee about their ethnicity,” police allege.
Again, no injuries were reported.
Then on Sept. 27, 2025, around 3 p.m., police claim a victim was targeted by the same man while standing in line for a vendor at David Pecaut Square, located at 215 King St. W.
“The accused was filming as he approached the victim,” police allege. “The accused moved in closer to the victim when the victim asked him to stop filming.”
“The accused refused to stop and continued to film the interaction, becoming more confrontational,” police claim.
Same Toronto cop allegedly harassed twice
It’s alleged the same man approached a female police officer while she was on duty near Yonge St. and Shuter St. on May 26, 2025.
“The accused began filming while making comments about the officer’s appearance,” police allege.
The man allegedly confronted the same officer a few months later – on Oct. 4, 2025 – while she was working in the Yonge St. and Dundas St. W. area.
“The accused approached the officer again making comments about the officer’s appearance,” police claim.
Mohamed Askar Mohamed-Razik, of Toronto, was charged with four counts of criminal harassment.
Out of concern for the possibility of other alleged victims in the “ongoing” investigation, police have released an image of the accused, who appeared in court on Wednesday.
