- the atmosphere can not heat up the surface faster than the atmosphere itself
- the GHG theory predicts the warming should occur in the troposphere

2. Yes, it says the troposphere will also warm up at a slightly lower rate than the surface and the atmosphere above that even less.

This NASA page notes that there are 5 vertical layers they differentiate, all with different temperatures.
But you think they are all the same.
