More or less.
I need to look at it again but my understanding was that the decision is that being informed of your rights isn't a Constitutional requirement, and you can only sue cops for violating your constitutional rights.
So if they don't properly Mirandize you and use that evidence against you in court, you can try to have it excluded, but you can't sue the cop for not following procedure.

So basically you can't do anything to the cop - you have to hope the department gives a reprimand or something. You have no redress.

I may be wrong about that, though, since it seems to be a pretty technical line about it being a procedure and not the actual right or something.
