I believe it is a permanent game. I read somewhere that sales for the Lotto Max and 6/49 are falling off so maybe this is there way to generate new revenue by introducing this game.

You're right!!! The Notice of Objection appeal level will look at "what is reasonable".

Go to the CRA website and search "appeal". I would suggest that you file a Notice of Objection. You should get a fair review from them.
