It had nothing to do with additional debt brought on by fiscal deficits. Stripping away the COVID noise during 2020-21, this year and last are on pace to be the second highest deficit years relative to GDP since the World War II deficits. 2024 is almost 7% of GDP. (The 2009-2011 budget deficits during the Great Recession were a bit higher.)

Generally, it is true the Fed controls inflation. The exception would be when spending runs hard for five straight years and the Fed has to choose between continuing to accommodate (money printing) the ensuing large deficits causing inflation or risk a likely recession by allowing rates to rise. That's where we are at now.
