What are my rights against a neighbour letting there dog loose out front off leash

This neighbour has a ballmastif dog and lets the dog run out of house to go find somewhere to pee .
I once was getting into a car and it ran up to me and the owner was screaming at the dog ballistically and i jumped in car before it could hurt me.
I went to the city to ask them what i can do they said they would fine them for having unleash.
So they get fined i know your thinking im harsh but that dog wanted to attack me im fearful towards that dog.
Now this morning i go outside the dog is loose out front and he starts gravitating towards me as the owners yelling you owe me money for the fine.
Then the owners screaming its legal to let your dog run out of house loose to go pee.
what are the laws on this? they fined him already but now hes saying i owe him the fine because its legal to go pee outside.
there is no closed fence there is nothing that comes inbetween me and the dog .
Now can you just imagine the dog was off leash and this guys screaming at me as the dogs coming towards me i bolted in my door.
What can i do about this?


I have been around friendly dogs before unleashed i have never had issues
but this dog already came at me and ran to me at car
for you dog owners you might hate me for this
but if you have bad dog owners how can i trust the dog
on a side note the whole neighbourhood says this guy never walks the dog whether its relevant or not im just letting you know

as with her history here on Terb, i cant help the feeling that this is a made up story,,,,just like countless others over the years

i understand how youd feel but i didnt think id need a cam video on my phone to go outside. Mark my words the minute i go outside now to car my video cam will be on incase this dog owner takes me to court saying i have to pay his fine.

Seriously read the Dog Owners Liability Act, pit bulls are illegal in Ontario.

Seriously, pour vinegar on their favourite spot. Vinegar will not harm dogs.

If the dog stays on the owner's property, it doesn't need to be on a leash. Off the property, it must be leashed.

Were you able to offer any proof that the dog was off property and unleashed? If not, and the bylaw enforcement officers didn't witness the infraction, I doubt they could have legally issued a ticket. If it was legitimate, there is no way you are responsible to pay it.

Maybe carry some dog/coyote/bear spray used to fend of attacks. Like pepper spray just not as potent.

Go grocery shopping, and hit the Home Hardware as part of the trip.

Make up meat ball - combo of raw ground beef, peanut butter and rat poison.

Leave them in your back yard. On your side of the property line.

Dog would never find them if it was kept on leash.
