No I am not a military mind at all. But if even I can point this out why didn't the experienced military minds in Israel actually come up with it? Because they did not have any intention of pursuing a measured and proportional response. It was always about collective punishment.

The UNRWA is part of the UN. The Hamas health ministry is just doctors and hospitals. Hamas is the government, they commit some war crimes, fewer than Israel by about 100x.
