It cost $4000 for a one bedroom apartment in downtown ( crime infested ) SF. Many have to rent one bunk of a bunk bed with space under the bed for your stuff. For $500 a mo. you get that and space in a refrigerator. You have to share your room with 3 or 4 other people. The crapper is communal.
I like Ceiling Cat, he's so operatic. So I looked at the cost of rent in San Francisco, the average is just under $3000, in Toronto it's $2400.

When I lived out west 3 lifetimes ago my travel companion and I use to travel up and down the American left coast. The cities like Seattle, Portland, San Fran, L.A. were pristine, clean and safe. SF has been dangerous even in the 70s, I can not tell you how better or worse it is now but not nearly as safe as in Canada.

The discrepancy of why your estimate for a single bedroom apartment in SF is $1000 less is that I hang around in better neighborhoods. For $1000 less a month you have to live in the low rent district and more likely to see a U-man in the alley taking a poop when you look out your window.

The dumb thing you folks don't get is that Toronto uses many of the alternative measures Johnson proposes and we have way less crime than any large American city. We also have better social assistance, health care and housing and subsidized higher education.
