In the clip, the kid who is given a chance to speak says something about how it is wrong the kids have a dress code and the teachers don't, so there may be as much of a "this is our chance to get the dress code removed" or "this is our chance to fix that stupid rule" as anything concerning the teacher.

Hard to say without being there.
This is going to be a nightmare to legislate.

my ex wife had breast cancer, a mastectomy, and wore a matching prosthetic. Prosthetics have there place in society….

I have also have teachers with massive breasts.

How do you go about legislating the use of prosthetics, as it relates to Trangenders, and dictate what breast size is appropriate?

I am glad I am not in the Ontario government, because this issue will not resolve easy. Just because someone does not like how it looks, does not mean that’s the answer.

I'm not sure why "legislation about prosthetic breasts would even be relevant here.
A micromanaged response is probably a bad one as opposed to some kind of general rule on a dress code. (Even with all the problems a general rule of "professionalism" can bring.)

Pointing out facts that throw doubt on the facile narrative the media is pushing is good.

Everyone should be far more uncertain about what is going on and how the story is being framed right now.

No matter what the origin of the video, it is pretty clear that the political actors who think they can get traction with culture war issues decided to jump on it, magnify it, and milk it for all they can no matter what might actually be going on at the school.

There remain a lot of unanswered questions here.

1) Who is actually in the video and pics?
2) Did they wear that for one day or is it their attire all the time?
3) Depending on 2 - what is their reasoning for wearing it?
4) Who connected to the school (kids or parents) has actually complained about this and what is the complaint?
5) Who called in the bomb threat and why?
6) What will the school boards official position on this be? (Which depends on 2 and 3 above, of course.)

And yes, it likely needs some rules, otherwise it becomes a human rights tribunal issue. Believe me John, my goal isn’t to see this the norm. The only way (I see) the school board touching it, is for the Province to enact the Professionalism Standards as they indicated they would.

I promise you, you do not want the copy cats motivated because the courts telling the school they violated his rights.

Ontario school board is now reviewing dress code after busty teacher controversy (blogto.com)
the school board stood by their employee, stating that "gender identity and gender expression are protected grounds under the Ontario Human Rights Code" and that it was a confidential personnel matter.
So if it is a mocking stunt , then he misrepresented himself to the school board and that carries risk of termination

Well, I am not sure how "identification as a women" works, but we are told that gender is a continuous variable. So, maybe he feels like a woman now but maybe he is just confused and not sure if he is a women or man and in a year or two his feeling will change. I doubt he needs to prove his identification and it is damn hard to prove he is a fraud. Basically, there are two possibilities: he is a nut job that truly identifies himself as a women (nut job not because of self-identification, but because of his choice of the boobs - it would be true for any biological women too) or he is just having fun. If he is an introvert and does not/need friends or is not a big talker, he should be fine. Hell, I would like to do the same thing a couple of years before retirement. I like this shit.

Some people may think what is going on is obvious from the viral pictures, but I don't think there is nearly enough information to be certain.
Won't stop the people who want to use this politically of course.

To get back to the original question. I believe in freedom for myself only, everyone else needs to follow very specific rules. This could qualify me as a religious leader and I would have a permanent tax exemption. Now that would be freedom...
