The purpose of a military helmet is not to protect against bullets. An AK-47 - 7.62×39mm bullet would probably go right through at less than 100 meters, at further distances the kinetic energy of the impact would probably cause physical trauma or brain damage. The main purpose of a military helmet is to protect against flying debris from mine and grenade explosions and ricochets from bullets impacting hard surfaces like brick or cement.
It is 100% legal be to buried at sea in the USA. You basically wrap the body in a sheet with some weights, at least 3 miles from shore and throw it off the boat. The U.S. Navy even has a program to assist veterans of the armed services.
