No Country For Old Men is a great film.

But it wasn't the over the top violence that set it apart. It was the set up:

The best dramatic action films are not dependent on the violence within. The violence supports the narrative.

Mississippi Burning works from the setup: Michael Roker is all fiery intensity, Gene plays it coy.

The action does not need to be violent, or even contain the threat of violence, to be at the top of the "intense" tree. What it needs is superb directing, superb editing, but most of all a superb actor.

And when you get an actor that can tone down his intensity to a focused point, it's awe inspiring. Gary Oldman should have won the Oscar.
