Remember that kid you went to school who had all the toys and was a spoiled brat? That's Dubai, spent 3 days there last year, if you like tall buildings, shopping, indoor ski resorts, the tallest this or the biggest that then you will love it. I thought I would jump in before the "armchair travel experts" do, it's perfectly safe, you can dress how you like as there are many Westerners making a living there, just cover your head in a mosque, don't make out in public and say Israel is awesome and you'll be just fine

Just dress conservatively like you would over here: no hot pants, no tank tops or low-cut dresses. The point is not to get noticed. You would get away with hot pants, at least legally, but you will get harassed by other foreign expatriates, typically from the indian sub-continent and from north Africa. Not the same values as us. Expatriates outnumber locals in the city.
You Congo. But I will relent only if I have access to Djibouti for the entire trip.

Which among other things means no knees showing and no shoulders showing (at least in most malls etc. . .).
And it didn't take long for the ignorance to start, you can wear whatever you want within limits (no short shorts) unless you're visiting a mosque. This along with Bahrain ate the most liberal places of the entire region. Alcohol is available, the sexes can mix, the biggest problem is the size of one's bank account as it is very expensive.
