It was not common for people to own a car at that time in the UK. Especially for working class people in Liverpool.

While a neutered cat would be rare at that time for both countries, I do not think 80% of American households would have had one. As for cars in Liverpool, they may have been much less common, but there were many middle class families that had one, and lower class families where the father of the family would earn a living with one.
