There really isn't a binding no call list in Ontario. I think your only enforcable option would be to try pressing charges and getting a court order as you would with anyone else making harassing calls.
Another good option is to tell them they've called a business line. Simply say something like "
I'm sorry you must have the wrong number. This is Scotia Bank merchant services".
Calling ineligible numbers lowers their productivity so they'd be more dilligent in filtering you from their database. However, if a company uses multiple vendors to pitch their products, they just recycle the original calling list, so you'll need to be coded as a "business" by each of them individually before you stop getting calls.

This threat is almost always a waste of time when dealling with sales pitches from major corporations. The sales agents who call (or knock on doors) are usually employed by a
third party vendor who couldn't care less about their client's long term customer relationship. The vending company is paid to meet short term productivity benchmarks and they don't concern themselves with anything beyond that.
