City of Toronto Bawd and Bullly

The City of Toronto is seriously considering allowing (bullying) the 400 holistic spas to apply for a body rub parlour licence with an annual fee of ~$12000. The holistic annual fee is less than $300. The City says that the "services" offered in the holistic places are often very nearly the same as those offered in the body rub parlours. The City carefully and craftily ignores and refuses to acknowledge the obvious action that is occurring in the sexual service establishments that they collect an annual royalty from to limit their legal liability. The lucrative sex trade is the reason that so many holistics have popped up and with the cap of 25 Body Rub Parlours long since in effect, the optics seem to suggest that the city wants it's cut out of the lucrative revenues brought in by the holistics. The City says that the revenue from licencing adult services establishment is "non-profits" Since when has the City ever had a profitable business? Bylaw inspectors notice that the operators and workers at the holistics often have more expensive cars than they do and it is said that the holistics are being targetted by LE and the bylaw inspectors under the pretense of looking for victims of human trafficking. Many of these holistics are operated by very savy Chinese owners who are very tenacious and more clever than the municipal officers and officials and it would seem some racism may be involved in some cases. The City is set itself for challenges under the Charter of Rights and Freedoms and the untested bill which implies that sexworkers should have a safe place to work. Would Queens's Park allow the City of Toronto to pull this off, not likely without with holding some transfer payments or imposing sanctions. Doug Ford knows were are the skeltons are buried at City Hall.
